I would think that a Representative would have the absolute right to speak on the floor of the House and in Committees without a mask. They are representatives of the people and she doesn't have a right to restrict their rights to speak, or diminish them with a mask. I'm not sure how far that goes as to wearing a mask while walking about or even just sitting in the House chamber or committees. But there can absolutely be no infringement on their speech, with a mask. That should be an absolute, without debate.
