Maybe for repeat offenders, but I feel it's a little harsh. But bringing back stocks may humiliate them enough to think twice. Plus I'm sure there are some that would lecture them incessantly and others that would just slap them silly every once in a while.And maybe put a bird feeder above their heads. Just for laughs.
