If this money was to be spent on repairing roads and bridges and modernizing railroads, fixing electrical grids, water and sewer systems and things like that it would be long needed manna from heaven.

Less than ten percent of the money will be spent on that sort of thing. Mind telling me what benefits for a bunch of wetbacks has to do with fixing infrastructure? Grants to the Kennedy Center, and pork money for California, especially the Bay area?
