You betcha!!! In a heart beat while calling animal control to fine the i***t who would do that and remove the animal to safety!!

The animal would be better off with someone other than animal control.

If the animal was not in distress, no. But I would stay there and wait for the first sign of it or for the owner to return - whichever comes first.

Agreed, shelters that adopt out first choice..
..I was just putting it in context with the immediate situation and need to get that animal away from any person that would leave it like that....

A few years ago a client left her dog on a leash in her car.
When she returned to her car I heard her scream,
the dog had jumped from the front seat to the back and was h*****g.
Luckily she had not stayed very long, and we managed to bring the little guy back to life.
From then on she would always bring her dog in.

There could be extenuating circumstances, one never knows. I'd like to give someone the benefit of the doubt rather than jump to a conclusion. A lady I worked with long ago had her baby locked in a running car in winter. If I hadn't seen it and her reaction I'd have immediately thought bad mother. But honestly, that could happen to anyone.
