I also have to agree with what you say here but I don't think many Californians recognize all that t***h. They really think that the US will bail them out so they can start all over again.

What is so great about states having surpluses? Doesn't that indicate over taxation?

It provides states with the wherewithal to accomplish needed projects and programs to benefit the citizens. It provides the wherewithal to have funds available when times may not provide enough revenue.

We used to always have a surplus just for those tough times we never know when are coming. Now we have a governor who wants to do away with the income tax which is nearly non-existent, anyway. We also have a mounting deficit, too.

Yes; however, every jurisdiction has so called "wish lists". My pea brain ( which is not spring green but running yellow today) is coming up with only two. One is rather esoteric. There is an old covered bridge in need of repair. It is not heavily traveled but still used. In the past there have been insufficient funds to do a total repair. It has been on the "wish list" and now the funds are available. A second "wish list" might be a complete update of computer systems for motor vehicles departments. Yes, they have a system but is slow, cumbersome and has other problems. With the excess funds, the system can be totally updated.
