During colonial times, an individual who had hearing impairment would use an instrument shown in the cartoon to be able to hear conversation. It was somewhat lacking in usefulness.
I understand what an ear horn is, but I still don't get the point of the cartoon.

On the other hand, there might not be anything to hear, or see, for that matter, that's why they don't report it.
When the liberal media spends 2 minutes on a subject
like the Bengazi murder coverage as a result of objection
to a film and every other reported it as a Al Queda act.
Does that not give your brain a reason to function?
Or could it be there is nothing that could cause that to happen????
