I would Google "land banks" & about "planting crops that absorb carbon", there are some descriptions there. He sure DID NOT answer the question that was asked and gave a pretty BS answer to boot! Probably a couple of ideas that have been tossed around, but I doubt if it is in their economic plan! More vague promises that NEVER happen...all talk, no walk! That is mostly how the Democrats operate!

When I was still a lad, we had a conservation program called the "Soil Bank", initiated after the
"Dust Bowl" days of the 1930's. Farmers were paid an annual fee for re-planting native grasses
on some or all of their land. All that was required was that those acres be mowed once a year
to control noxious weeds. Many farmers enrolled their entire farms in the program upon retirement,
often remaining in the program until their death, and living comfortably on that income combined
with their Social Security. Those "soil bank" acres were also a haven for an abundance of native
wildlife. Also the best pheasant, duck, deer and rabbit hunting that I've ever found.

CRP is a land conservation program administered by FSA. In exchange for a yearly rental payment, farmers enrolled in the program agree to remove environmentally sensitive land from agricultural production and plant species that will improve environmental health and quality.
Many, see the program as a way for the government to control production; therefore, keep farm-goods prices “up”.

They pay a paltry fee to the farmer for doing it.

IS he suggesting to give your land for someone to manage and tell you what to plant! I would plant what they didn’t want and tell them to buy it back!!!
