Fraud is a deception deliberately practiced in order to secure unfair or unlawful gain (adjectival form fraudulent; to defraud is the verb).[1] As a legal construct, fraud is both a civil wrong (i.e., a fraud victim may sue the fraud perpetrator to avoid the fraud and/or recover monetary compensation) and a criminal wrong (i.e., a fraud perpetrator may be prosecuted and imprisoned by governmental authorities). Defrauding people or organizations of money or valuables is the usual purpose of fraud, but it sometimes instead involves obtaining benefits without actually depriving anyone of money or valuables, such as obtaining a drivers license by way of false statements made in an application for the same.[2]

A h**x is a distinct concept that involves deception without the intention of gain or of materially damaging or depriving the victim. (http://en.wikipedia.org/wiki/Fraud)

In common law jurisdictions, as a criminal wrong, fraud takes many different forms, some general (e.g., theft by false pretense) and some specific to particular categories of victims or misconduct (e.g., bank fraud, insurance fraud, forgery). The elements of fraud as a crime similarly vary. The requisite elements of perhaps most general form of criminal fraud, theft by false pretense, are the intentional deception of a victim by false representation or pretense with the intent of persuading the victim to part with property and with the victim parting with property in reliance on the representation or pretense and with the perpetrator intending to keep the property from the victim. The Michigan Department of State is the oldest department in state government, and is administered by the Secretary of State. The Secretary is the third-ranking official in the State of Michigan.[1] As the name implies, the officeholder was originally responsible for much of state government, but now the duties are similar to those of the other 46 secretaries of states across the United States. In the event that the governor and lieutenant governor are both absent from the state or the offices are concurrently vacant for some other reason, the secretary of state serves as the governor. In Michigan, the secretary of state is not only responsible for e******ns, but also oversees vehicle registration and the licensing of automobile drivers, similar to a motor vehicles regulator in other states. The officeholder also oversees and regulates notaries public and is the keeper of the Great Seal of Michigan.[2][3] Under state law, the secretary of state must have at least one office in each of Michigan's 83 counties.[4]

Do you consider a person having a drivers license in another persons identification fraud and listing that person as an organ and tissue donor upon their death? In addition, to a corporate insurance policy on their life. Inspite of these alleged incidents the Federal Government conducts an audit on the state of Michigan Secretary of State for identity theft and fraud and invest the Structured Settlement to finance businesses in South Africa. Furthermore, the Federal Government condoned this unidentified person the right to change my name on my state of Michigan birth records and files which lead to the Federal Audit on the United States Department of Health and Human Services for the alleged identity theft and fraud.

In the United States a department of motor vehicles (DMV) is a state-level government agency that administers vehicle registration and driver licensing. Similar departments exist in Canada. The name "DMV" is not used in every state or province, nor are the traditional DMV functions handled by a single agency in every state, but the generic term is universally understood, particularly in the context of driver's license issuance and renewal. (http://en.wikipedia.org/wiki/Department_of_Motor_Vehicles) The above statement is not true because the Department of Motor Vehicles also issues "NON-DRIVERS LICENSE'S" to non-drivers.

In my opinion, the United States Government is in violation of my Human Rights because they audited the state of Michigan Secretary of State for Fraud and issued a structured settlement to invest the money to finance several businesses that are Government entities in South Africa such as General Electric Company, AT&T, AmeriTech Telecommunications Corporations, the Consolidated Gas Company and much much more such as Real Estate and Land used for residential and commercial usage.
