In my State, b****ts not received by the time polls open aren't counted, and by received I mean logged, opened and recorded. They are supposed to be logged in the mail room when they arrive, to prevent someone from "b****t dropping", where b****ts from "unfriendly" districts get dropped on the floor and kicked under the table.

If mail in b****ts are allowed, then v***r r**********n with v**er ID should also be the only way.
