The point being that those working were ALSO going to the store, the gas station (I imagine much more frequently), the doctor, etc. and receiving careless guests in their houses and yet were being hospitalized at a much lower rate than those who were staying home. Continuing to keep the economy locked down is not likely to make those staying at home any more careful but going back to work appears to make them more so.
