Maxine Waters passes out free turkeys to constituents for Thanksgiving. That's about the only thing she does for her district that includes South-Central Los Angeles and Inglewood. I suppose that's all it takes.

BTW, The queen of no ID requirement for v****g has an occasional Town-Hall meeting open to constituents in her district. Attendees are required to show photo ID to gain admittance to these meetings.

I believe that is part of it...they created the modern day plantation with welfare and all...the other part is creating jobs that pay more than the handouts, which Trump had done and why he had the highest black employment in the history of the country...that’s why the Dems had to tank Trump’s economy.
