Cops receive their orders from the local politicians. The above video looked to me to have been taken in the N. Y. subway system.
NYPD is under the orders of Bolshevik Bill DeBlasio and his corrupt Democratic Party city council.
As far as your comment about police officers in general and jackboots is concerned, even a general purpose ignoramus with an IQ of 6 wouldn't make a remark like that; I know a lot of cops and gave worked with many, and the vast majority are dedicated professionals who put their lives on the line to protect the public.
