Like a river that flows through 10 states, we need federal regulations so that all those states get a decent water supply. It is not and never should be a state by state decision. National lock down alone will hope, but we have a narcissistic, dull-witted and mean-spirited man who cannot grasp basic concepts of anything. His opinion trumps everything. I suggest you study the Constitution of the United States and Federalist #45: The Alleged Danger From the Powers of the Union to the State Governments Considered.

State governments - governors - are responsible for ensuring their respective state medical and healthcare facilities and professionals are fully prepared for emergencies such as hurricanes and v***l epidemics. State governments certify hospitals, clinics and other medical facilities, state governments authorize or otherwise approve the expansion, upgrades, and preparedness of these facilities. State governments license physicians, nurses, and other medical and healthcare professionals working within the state. State governments regulate the entire medical/healthcare operations within their respective states.

Our Constitution prohibits the POTUS from interfering with or over-riding the decisions and actions of state governments.
