Yes, you are right. Ike did send advisers before Kennedy and I blame President Truman for letting Charles de Gaulle make an effort to recolonize Vietnam. FDR did not like Charles de Gaulle and had told him to stay out of Vietnam, but FDR died and Truman was overwhelmed with all kinds of problems and Charles de Gaulle took that opportunity to try getting back into Vietnam.
