If she late got a job, the amount she received plus her salary would be X. And, of course, when her salary surpassed X, the government amount would stop. The idea would be to provide a basic level of support, but at least some encouragement to do better.
I think they punted and romanticized the notion of going after "Deadbeat Dad's" instead.
