If you've been paying any attention to the hearings, you caught the fact that there were many many people in the state department and administration that were concerned about even the legality of withholding aid, their concerns centered around the fact that trump's positions and actions were in opposition to US policies pertaining to supporting Ukraine as our ally. Trump really has made no bones about the fact that he has had an attitude about the Ukraine, and supports Putin's russian position.

Trump helped Ukraine with arms.
Obama aided Russia, remember the "I'll have more flexibility after the e******n" ?
How about Uranium One?
