He withheld military aid in direct contradiction to congress, and did it in an unofficial manner that was not within channels, meaning the pertinent state department, pentagon, and intelligence services did not have any idea why military aid was being withheld.

Trump withheld military aid that was passed by the house and senate, when he said he would veto it they told him they would override the veto, so he slow walked it behind the scenes.

He's going to need to be explaining if it was at the request of Putin, because it sure undermined the Ukraine's ability to fight off russian tanks.
