We could probably quote endless examples that buffer both positions of "Deep State." From my viewpoint, the "Deep State" does not refer to a tight organization but to an ideological bent that simply goes against the traditional democratic rule set up by our founding fathers in the Constitution. To deny the existence of the "Deep State" one has to ignore masses of decisions made by unelected people in the FBI, Dept of State, Dept of Agriculture, Dept of Energy and on and on. It is obvious that the 450 plus elected Federal officials can't make every decision that is needed to be made, so they have been assigned those duties to be made within the scope of the Constitution. Human nature being what it is, it is not surprising that those decisions could evolve into policies that reflect personal leanings rather than Constitutional mandates. I think the term "Deep State" was coined by President Trump. I could be wrong but that is the first time I can recall hearing of it.

The Judicial branch has also changed, a la 9th Circuit. Maybe instead of calling it "Deep State" we should call it what it is - creeping socialism - although lately it seems to be more than creeping.

I don't know if Comey admitted to the existence of the deep state but he, by definition, is a big part of it.

The deep state is/are un-elected individuals using their positions of some sort of power to try to remove others from office or run the country by effecting those elected officials who have the job of running the country. They do so by leaking, lobbying elected officials, trying to effect e******ns of officials, etc.
