It's called a tailcoat tuxedo. It is a very classic British style tuxedo. Winston Churchill used to wear this style a lot. Trump was honoring the British classic style by wearing this... it was very respectful to the Queen.
That other tuxedo worn by the man escorting Kate to dinner is a completely different style of tuxedo.
