He only came back as they NEEDED someone fast.
You theory makes no sense at all. What makes more sense is that he wanted out in 2009, O'Brien threw a fit about getting slid back half an hour and bailed, Leno pretty much had to come back short term until they could line up a replacement. Obama had NOTHING to do with it. Of course I am sure they could have arranged for Fallon to t***sfer his "Late Show" contract to a "Tonight Show" contract and just find someone to fill in on the "Late Show" since both shows are on same network, but they did things the way they did things.
