This way Democrats could "score" a win, not an impeachable win, but regardless a black mark on the Presidency and mueller could still protect clinton and obama, while claiming he was only doing his job. And in this way affect the outcome of the 2020 e******n...... many people, due to the wording of the report as implied by Barr, think our President did something wrong. And, as you said, the entire report can not be released to the general public... ergo, a "cover-up" accusation could be leveed against Barr and President Trump, further clouding the 2020 e******n.
