What you write may be true for some impostors. The question is how many? Israel has changed its laws regarding converts claiming Israeli citizenship, demanding they first pass an examination by rabbis on their faith. This is understandable and necessary to exclude spies:

* Mobster Mayer Lansky tried to flee American justice by emigrating to Israel, and the Israelis barred his entrance to the Jewish state rightfully questioning his faith.
* Armand Hammer, a sponsor of OPEC and Arab terrorism, in his old age sought the Nobel Peace Prize asking President George H. Bush to expunge his criminal records (Bush did not do so).

* George Soros does not claim to be Jewish at all, but is a proud atheist. He is a sick man and truly nuts. Most likely, the Mossad would execute him if he made to Israel.
* There is an interview of Soros on 60 Minutes back in the 1990s, now available in YouTube where he specifically expresses his atheism. and not being a Jew. In fact, he had contemplated being a god. It is a very bizarre interview.
