Overpayment of taxes is why there is a refund. The government keeps your over payments for a year before it gives it back.
Refunds don't have anything to do with the required tax obligation.

The "tax cut" was disguised as less withholding, so obviously you pay for it with less of a refund.

The withholding rate went down because the tax rate went down.
People are paying less federal tax.
Trump slyly stuck it to California and New York and other high tax states by no longer funding their state taxes through deductions. Very good move.

State officials will have to explain why their taxes are so high. Now, the people of the state have to pay their state taxes, not me through the federal government. Good move to expose the high state taxes of the Kommiecrat states.
