A great many of those programs have been around for years, some good and some not so good.

One good place to start might be to pass a bill that would pay each government worker what his equivalent in the private sector is being paid. I'm not exactly sure of the figures but it seems to me it was somewhere around 25% greater than comparable private sector jobs. There are many other areas where savings could be realized as well. Problem is, nobody in the Government wants to start the ball rolling. In my opinion, this is what the "deep state" is and you see many who campaign for this but it stops when they get elected. Trump has been talking against the "deep state" for several years and you can see the reaction it has gotten for him. MAGA.
