Did Congress "stage" the Government Shutdown as the first "Political Debate for 2020".

The "Government Shutdown" has, in reality, become the first "Political Debate for 2020".

It is being staged in, by, and for; the Congress of the United States.

Constitution for the United States of America.
Article. 1.
Section. 8.

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;..........

For printed instructions (in English) see Section. 7. of same.

It is the JOB of these four "mule headed" leaders to reach an agreement (compromise) on the payment of debts.

Senate Majority Leader Mitch McConnell
Senate Minority Leader Chuck Schumer
Speaker of the House Nancy Pelosi
House Minority Leader Kevin McCarthy

When they finally perform that Constitutional DUTY, should the president veto their bill:
It then becomes the Constitutional DUTY of these same four "mule headed" leaders to
reach an agreement (compromise) by which they can override that p**********l veto.

Those are they only facts that matter, and that is the DUTY that all of them have sworn to perform.

The only reason the government shutdown is the failure of Congress to PAY THEM.

The government cannot pay its employees until Congress does pass an ACT to PAY THEM.

Or, in modern English: Congress "had the ball", they "failed to call a play", and the "play clock ran out":

Penalty imposed on those "employees of congress", by stiffing them on their paychecks.

P.S.Two facts that you may not know about "mules":
1. Sometimes you have to hit them over the head with a 2x4 to get their attention,
2. sometimes you have to light a fire underneath them to get them to move!

And more importantly who's playing games...Pelosi or McConnell?

The wall is a debate and there is a process in which it can be addressed separately of a budget.

Pelosi spoke it well when she asked if McConnell swore an oath to the constitution or an oath to Trump?

She also said it well when she said she has raised five children and nine grand children and she knows a tantrum when she sees it
