No, it is the Superior Court of California that says so.
I'm wondering where you found your information that v**ers' registration records are the major source of jury summons.
California has over 29 Million registered drivers and abut 18 million registered v**ers., so the likelihood of a DMV record being the source of a summons is pretty high.
If you want to explore whether or not non-residents are v****g illegally then it seems wiser to do so directly with evidence of fraud rather than through your spurious implication.
