Finally Some Sanity in Latin America..... I hope this works

Tomorrow, Saturday 30 Nov... Mexico, Guatemala, El Salvador and Honduras will sign on to a Central American development plan. This plan may be the right response to migration. Yes, I am an eternal optimist, my glass is always half full and I will give everyone a second chance. So, I have hopes this will work! All problems have to be addressed at the root rather than a reaction to issues. This plan is targeted at the problem. Now if they can muster up some honest managers.... ones that will not simply steal the money intended to create jobs. I wish them all the best in this effort.

"The Comprehensive Central American Development Plan will be “aimed at generating opportunities on Mexico’s southern border” and in Central American countries, Agüero said.

In a statement sent to the newspaper El Universal, she added that the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) is supporting the initiative.

“. . . The four countries took the decision to present the plan to the United Nations because it’s the first plan that deals with the origin, t***sit and destination of migration.”

Future foreign affairs secretary Marcelo Ebrard said Tuesday that to contain migration flows originating in Central America, an effort on the scale of the Marshall Plan – which rebuilt Western Europe after World War II ­– would be needed.

There are currently thousands of Central American migrants in Mexico who have arrived over the past month as part of at least five caravans.

Ebrard told a press conference in Mexico City that the solution to stemming migration might not be similar to the Marshall Plan “but it will be in terms of the scale of the effort that needs to be made.”

He said that estimates were still being prepared to determine how much funding would be needed to develop Central America but suggested that the amount could be similar to the US $20 billion the incoming government intends to invest in southern Mexico.

“. . . Any serious effort undertaken for our brothers in El Salvador, Honduras and Guatemala would need to be a similar sum,” Ebrard said.

The future foreign secretary will meet with United States Secretary of State Mike Pompeo Sunday to discuss the border and migration.

Shortly after his victory in the July 1 e******n, López Obrador sent a letter to United States President Trump in which he proposed that the migration problem be addressed “in a comprehensive manner through a development plan that includes Central American countries.”

The president-elect proposed that Mexico, the United States and each Central American nation contribute resources according to the size of its economy and that 75% of the collective funds be allocated to finance projects that create jobs and combat poverty, while the other 25% would go to border control and security.

Ebrard said that the aim was for Canada to contribute as well to the investment in Central America, especially the so-called Northern Triangle area of Honduras, El Salvador and Guatemala, which are the largest migrant source countries in the region.

With regard to the Hondurans currently in Mexico, Foreign Secretary Agüero said the government completely rejected any “xenophobic attitude” towards them, adding that “the right to migrate is a human right.”

The arrival en masse of Central Americans in Tijuana triggered an anti-migrant backlash, including from the city’s mayor who has been dubbed Tijuana’s Trump.

United States authorities, led by President Trump, have also made it clear that the migrants are not welcome.

Ebrard said that Mexico was not considering deporting all of the migrants currently stranded on the border as they face a lengthy wait for the opportunity to file an asylum request with U.S. authorities.

“What’s to be done? Get ready to assume that some of them are going to be on Mexican soil and in that area during the next few months,” he said.

Thousands of migrants in Tijuana are set to be relocated from the sports facility because it is no longer big enough to accommodate them all."

I totally agree. These people were offered asylum from their Central American countries by Mexico. They refused and pushed on towards the US border because they want all the freebies they were told about by the caravan organizers. Since they refused asylum from Mexico, they are no longer running for their lives from fear of abuse from their home countries, they are trying to INVADE the US. Plain and simple and clear as crystal. If they are not stopped, this will be a very slippery slope - there will be a LOT more caravans invading our border if this one is allowed in. We need to focus on the people who are waiting in line to come here legally and improve THAT process.

In the final analysis it really comes down to a simple choice:

1. We can spend $20 billion to build a wall, so that WE can control migration into our country; or,

2. We can Give $100 billion to Central America, so that THEY can control migration into our country.

That choice is so simple that even rumi should be able to figure it out.

I am reasonable, tell me how this problem can be fixed.

As for Agüero's remark. It was taken somewhat out of context, just as the majority of what happens to President Trump's words. From beginning of time, humans have migrated. This is nothing new. Even here in the US, most people do not remain in place their entire lives. People move around. It is what they do, the grass is always greener...so they say. To expect people to change is asking the sun not to set in the West.

Contributions to make this plan work, well they also say the devil is in the details. Currently, we the USA, shells out billions of dollars each year to support i******s and asylum seekers, and people that were born here from i******s. What if, President Trump can get the wall built, then slowly track down the i******s and show them the door. Here is the problem... you can not drain the swamp until the water flow is turned off, damed off, or somehow addressed. The wall and ICE is a large part of the solution, but somehow the flow from CA and Mexico has to be reduced while that wall is being built.

We can not forget that these are people. Yes, they have issues and are far from being ideal house guests and most US citizens do not want to adopt as members of our family. That goes without saying. But, we can never look at them as being less human because they come with huge problems.

To address the problem we must not fall from grace but help these nations with a hand up. Most of that hand up is included in the large aid packages we give them each year, where we have no say on how it is spent. Further, there is no expiration date on these aid packages. What if a plan could be agreed on where the CA population (i******s) had a reason to go home. All this could be done, we can roll up the welcome mats and have by invitation only immigration, and negotiate a time-frame to eliminate part, if not all, of the aid given to them (personally, I think this should be done with all nations we partially support without receiving benefits).

But, this goes deeper than the superficial probe you alloted to this proposed solution.
