The article you yourself posted went onto say that it was later corrected that the precinct in question actually had 3,704 registered v**ers.
That having been corrected, there definitely seems to me to be another issue in Georgia: they use electronic v****g machines that generate no paper trail. THAT is the reason to be concerned about v****g in Georgia!

Six hundred and seventy b****ts were cast in a Georgia precinct with 276 registered v**ers in the state’s primary e******n, according to the Georgia Secretary of State’s office.
A northeastern Georgia precinct located in Habersham County had 276 registered v**ers before the state’s primary e******ns at the end of May, but 670 v**es were recorded—indicating that 276 percent of v**ers turned out in Georgia’s primary e******n, McClatchy reported.
The recently publicized v****g irregularities come as the state investigated other instances of v***r f***d—including one where an Atlanta City Hall staffer claimed she had to “print and deliver 500 blank absentee b****ts” to an advocacy group staffer and pick up additional b****ts from the Atlanta mayor’s campaign office to drop them off at an office in Fulton County.
Part of the reason for the increase in v***r f***d claims stems from concerns about the security of Georgia’s electronic v****g systems, as Georgia is one of a handful of states, including New Jersey, South Carolina, Delaware, and Louisiana, that uses electronic v****g machines that do not produce a paper trail for v**ers to verify their b****ts.
E******ns experts say the lack of a paper trail makes the b****ts difficult to audit.
A v**er in one sworn statement said she and her husband were assigned to different polling places and city council districts even though both were registered to v**e at the same address, according to McClatchy.
In other instances, v**ers arrived at polling places indicated on the secretary of state’s website only to be told by e******n officials they had to v**e elsewhere.
One Atlanta Democrat even said that a v****g machine gave him a b****t displaying the 5th Congressional District when he was supposed to get a b****t for the 6th Congressional district.
Harri Hursti, an e******n cybersecurity expert, said the incorrect b****ts could have been the result of a clerical error or manipulation of v**er data by hackers.
A spokesperson for the office of Georgia’s Secretary of State defended the security of the state’s b****ts in a statement in response to the recent allegations of v***r f***d.
