Atta boy, payne, ignore the substance and cherry pick a quote. Since the tail section was destroyed, I reckon Kilsheimer was talking about a piece of the tail.
After Kilsheimer graduated from George Washington Univ with a degree in structural engineering, he went to work for Beall & Lemay engineering that was part of the NIKE Missile program, doing architectural surveys for the military on sites where the missiles were to be installed. He founded and was CEO of KCE Structural Engineers. After tha attack on 9/11, his company was responsible for rebuilding the Pentagon under the Phoenix Project. Kilsheimer was the head structural engineer. When he arrived at the Pentagon on 9/11, he said he wasn't there to deal with paper work and politics, he was there to help save lives, assess the damage, and help in the recovery and cleanup.
Lt Col Kwiatkowski has an MA in Government from Harvard University and a MS in Science Management from the University of Alaska. She earned a PhD in World Politics at Catholic University; her thesis was on overt and covert war in Angola. in 1998 she became an analyst on sub-Saharan Africa policy for the Pentagon. Kwiatkowski was in her office in the Pentagon when it was attacked on September 11, 2001. She worked at the Pentagon "from May 2002 through February 2003 in the office of the Undersecretary of Defense for Policy, Near East/South Asia and Special Plans".
An MS in Science Management is essentially a degree in management similar to an MBA. She isn't a scientist. After the attack, she became a political activist. Her primary focus was criticism of Bush foreign policy. She failed to win the nomination for the HoR Virginia 6th District. Now, she is a farmer and part time professor.
Since Kwiatkowski was at the Pentagon on 9/11 the question is, what did she do there to help? And since she is a management analyst, what the hell does she know about the "laws of probability and physics"?

Lt Col Kwiatkowski was at the Pentagon when the missile stuck.
Kwiatkowski had no motive to lie about what she saw.
Kilsheimer arrived at the scene after the missile struck.
Since his company was in line to be awarded the contract to rebuild the Pentagon, Kilsheimer had good reason to lie.
