They are not citizens. At least, not of the United States unless one of their parents is a citizen of the US. (8 US Code)

Statute, by birth within U.S.[edit]
United States Federal law (8 U.S.C. § 1401) defines who is a United States citizen from birth. The following are among those listed there as persons who shall be nationals and citizens of the United States at birth:
"a person born in the United States, and subject to the jurisdiction thereof" or
"a person born in the United States to a member of an Indian, Eskimo, Aleutian, or other aboriginal tribe" (see Indian Citizenship Act of 1924).
"a person of unknown parentage found in the United States while under the age of five years, until shown, prior to his attaining the age of twenty-one years, not to have been born in the United States"
"a person born in an outlying possession of the United States of parents one of whom is a citizen of the United States who has been physically present in the United States or one of its outlying possessions for a continuous period of one year at any time prior to the birth of such person"

Among. Not all. You conveniently forgot to mention section (g). (That is the one that comes right after the last one you listed.) It goes like this....

(g) a person born outside the geographical limits of the United States and its outlying possessions of parents one of whom is an alien, and the other a citizen of the United States who, prior to the birth of such person, was physically present in the United States or its outlying possessions for a period or periods totaling not less than five years, at least two of which were after attaining the age of fourteen years

For those of you who are interested, simply Google 8 US Code 1401 and select "text."

It absolutely applies to Ted Cruz. His mother was a US citizen who had lived in the US for five years after her 14th birthday. It doesn't matter where he was born. He could have been born in Uzbekistan and he would have still been a natural born US citizen. Immigration status is determined by the laws in effect at the time of birth. That's what immigration law stated when Cruz was born.
