Correct me if I'm wrong. Don't individual states have a state EPA? If they do just how many regulators do we need?

The last entry is from April, 2015. Also, it seems he has identified a new kind of deprivation, he calls it 'Energy Poverty'! "Across the world, there are still 1.3 billion people living in severe energy poverty".
