You just can't make this stuff up.
Most likely this was just some simple-minded fool who found himself somewhere he shouldn't have been. On the 'wrong side of town', so to speak. Not everyone 'gets it'. At worst, this was some kind of probe designed to garner a reaction from the White House security detail to see how they respond. Instead of simply asking if he's lost and 'helpfully' returning him to a more appropriate location, we get the mother of all overreactions, no doubt replete with sirens and flashing lights just to drive the point home.
"The judge said there was probable cause to hold Tran because he could pose a flight risk and danger to the community". Beam me up Scotty, I've seen enough already.

I wouldn't be surprised if they used this as a 'training exercise' and took the opportunity to log a pile of overtime as a bonus. Pretty sure that's what I'd have done...
