"preying" is also what governments do in respect to taking away the rights of their citizenry.
Installing a police or military state would be an example of preying on us.

I think he will get judges who support the constitution to fill spots on the supreme court. I also believe he will do as he said he will do while he was running his campaign. he will have a up hill battle for a good part of his work . yet some of it will be a bit easier . time WILL tell.
