Some entrepreneurs are planning to open detoxification facilities to house addicts in hotel-like accommodations with daily meals and other necessities for up to 30 days. This will be available for addicts up to age 26 under their parents’ Affordable Care Act (Obamacare) policies.
Comment (mine): This is how I understand the venture. If it is correct, I believe it will bankrupt the system within two years. I request clarification from any readers.
As an aside, much of H. Ross Perot’s fortune came from services for the welfare system.

I forget precisely what it was but he developed some kind of a system for welfare services through HEW or HHS.
