Well, it's inevitable, we will, sooner or later, be in Syria fighting the ISIS jihadists. Rick Santorum has demonstrated a pretty good understanding of ISIS and their tactics; it's based upon their wish to bring on Armageddon, presumable at their capital of Raqqa. "
Presumably, they think they can win and could possible have some sort of trap awaiting us, NATO and the Russians, should we ever get there to clean up this mess of a "regime".

Cruz wants to carpet bomb ISIS, but where? It's not like we haven't been bombing away for months now. Same with the Russians now. We've apparently decided to let Assad stay in power and so now that is decided, we can go ahead and do the inevitable. Only thing is, where to begin. I'd say Raqqa.

ISIS is built upon their leadership and their holdings. Raqqa is their capital. It's time to place that holding under siege. It's pretty much unapproachable without being fully revealed. It would be fairly easy pickings to take on the defense troops as they come back to defend the holy leader. Civilian casualties? That is ALL up to ISIS. They want to hide their cowardly, virgin seeking souls behind the skirts of their women and children, then so be it. But it's about time now. No need to wait for the next incident to make that decision.

Take Raqqa, declare them cowards. Hell, we can even drop leaflets telling them we are coming; about five minutes before we get there. Encircle the city, take on all comers and give them the opportunity to let their women and children out. Either way, the city will be leveled. From there, it's take it as it comes, one city they have occupied at a time.
